Addison Mitchell McConnell Jr. was born in Sheffield, Alabama on January 20, 1942, to Julia Shockley and Addison Mitchell McConnell. He grew up in the nearby city of Athens.

He graduated from DuPont Manual High School in Louisville. He received his bachelor’s degree in political science from the University of Louisville in 1964. He then attended the University of Kentucky College of Law, where he received his law degree in 1967.
