Penelope Ann Miller was born in Los Angeles, California, to costume designer Beatrice (née Ammidown), a publicist and journalist, and television actor and producer Mark Miller. Her mother was the editor of a Harper’s Bazaar and the goddaughter of tycoon Aristotle Onassis. She has two sisters: an older sister, Marisa Miller, who is also a film actor, and a younger sister, Savannah Miller, who is a social worker.
Miller graduated from high school in Los Angeles and spent two years at Menlo College in Atherton, California, from 1981 to 1983, before moving to New York City to study drama at HB Studio.
